"Bid adj" for Mobile devices doesnt change on redeployment

1) Create an order and deploy with ce.mobileBidModifier=0.8
2) Adwords has Bid adj for Mobile devices as -20%
3) Update ce.mobileBidModifier to "1.4" under contenteditor.properties and bounce the services.
4) Redeploy the same order with changes to either url or budget.
5) Adwords has the same Bid adj -20% as that of step 2.

Expected Result: It should set to 40% as per the property settings.

If bids are high we should be aware that destroying and rebuilding campaigns (as a workaround to change the bid modifier) will reset bids and require ramp-up again.
