Work related to allowing multiple billing and authentication properties (ABU and GCE) on same stack.

per Yahoo! JAPAN multi-tenancy work for Online Signup (using YJ UIs and AML APIs), each merchant account will have a unique AML UUID, YJ Business ID and YJ Agency ID.

All merchants must reside on the same AML realm (although it is expected there will be only this single realm on the YJ Stack - not to be commingled with other YJ Agencies to ensure the taxonomy will be the same)

AML API will provide API user credentials for the realm and up to YJ to handle the merchant user access to YJ UI

YJ will handle all billing details for merchant.
