External API user can Get list of Locations

Location list includes
Level, parent ID, name, ID and status

Parent Location, e.g. Country, State, County, DMA, Custom Region, City/Town, Neighborhood

Please list text value for any enumerated values (e.g. Level - instead of the number, supply the value from the level table)

This request returns all locations, deprecated and active.

This is a flat list.
