TSA Tech Ops user can view merchant history in log

Implement a history log of only user input changes in the UI. This information will be accessible by a tech ops person who can run db queries, etc.

The information logged would not include system changes, e.g. Location taxonomy changed, keywords updated for specific BAs, etc. but only user input on the Merchant Information and Order Information pages.

This logged data will be stored for an indefinite period of time, unless otherwise specified (e.g. one year).
