As a subscriber user, I want to see a maintenance mode message when trying to access the AML UI during down times, so that I know that the UI is inaccessible for a reason

During times when we need to take the system down for maintenance, etc., we should have a message that tells the user we are in maintenance, please try again later. this applies to SS UI, Reseller management UI, and Aquidneck UI.
