Description
Default Bid value is missing in the algorithm.properties file.
On deployment the default bid value is hard coded to 0.25 in admaxBids table.
In BingAds, it is set to $1 when daily budget is => $1 else it takes the value of Daily budget.
Expected value: On deployment, the bids in the table as well as BingAds should be set to default value if daily budget is => default Bid property value
