Description
Yahoo reports that go from IN_PROGRESS to FAILED trigger an infinite loop. This drains quota for all of our yahoo resellers because they all share the same license key and quota.
Unfortunately this error can't currently be reproduced without going in to the debugger and changing values.
This fix only affects Bid Manager. Things to regression test:
Quick test of a deployment on a Google environment.
Quick test of a deployment on a Yahoo environment.
morning-data-process-yj and admax-process-yj on a Yahoo Japan environment.
Note: Testing Morning data process and admax-process on Google is not necessary because the scripts.
Once satisfied, deploy to all Yahoo! Japan environments first. Google environments aren't affected by this bug but we should deploy to them to keep the build numbers consistent.
