ADS not setting campaign status to active on subsequent deployments

reproduction steps:

1) create an order for google with one campaign
2) request deployment (the campaign is set active in google as expected)
3) click "edit account" and add a new campaign (only google)
4) deploy.

JBoss log will have updateCampaignStatus request XML set as active for both campaigns, but the campaign never gets activated in google.
