reseller can disable SEO pages (microsites) for the entire application

            Description

            some resellers may not be interested in TSA's microsite product and thus we can disable this in the application so that microsites are not created.

            It is assumed that landing pages will still be created and thus we still need Site Service, hosting, etc.

            as a result of disabling this (via either TSA internal ui to config reseller) or Reseller mgmt UI, the Opt Out of SEO pages in the merchant settings will not display.
