Description
Enable Bing before deploying an order
Steps
--------
1. create a merchant
2. uncheck the Bing check box in current order page.
3. create an order with a BA/BL.(Eg: Select "Florida" as BL)
Actual: Getting Warning message as the BA/BL is unsellable for Bing.
Expected: Not supposed to get Warning message because the Bing checkbox is unchecked.
