Re-deployment to only Google is not successful for a Multidistribution account

Steps:
---------
1. Login to reseller UI
2. Create a merchant.
3. Create an order with a BA/BL
4. Deploy the order to both Google and Bing.
5. After successful deployment, edit the account and uncheck the Bing Check box.
6. Now, re-deploy the order.

Problem: Deployment went to ERROR state when a Multi distribution account is re-deployed to only Google.

Note: Listener log is empty and no exceptions found in tomcat and jboss logs. See the attached tomcat and jboss logs.
