UI Cannot Access Budgetless Quotes

            Description

            When creating or trying to retrieve a quote with no budget the UI hangs (see attached).

            Steps to reproduce:

            1. Create a quote with a landing page and campaign target.
            2. Save the quote. The quote will save but the UI hangs
            3. Try to access the quote from the orders tab. The UI also hangs here
