Bing redeployment (soap) having new timezone doesn't update to BingAds

            Description

            Steps:

            1.Deploy Bing account through soap with timezone : Pacific/Honolulu
            (xml1 attached)
            2.Check the BingAds - Mapped Timezone shows as "hawaii"
            3.Update the request with new time zone : Europe/Dublin and campaignID tag (xml2 attached)

            Actual result:
            Timezone doesn't update in the BingAds ( see the attached listener log)
