User can deploy the order having unsellable campaigns

User can deploy the order having unsellable campaigns if the user clicks the deploy button before BES returns the estimates.

Steps:
1.Create a Merchant
2.Click on Current Order
3.Enter the quote range and check the box "Merchant funding is approved"
4.Click on Add BA/BL and select multiple BAs with location - click Add quote
5.Immediately click on request deployment.

Actual result:

Orders gets deployed having unsellable BA/BL (See the attached screenshot)

Expected result:

UI shouldn't allow to deploy the order having unsellable campaigns.
