            Description

            Steps:
            --------
            1. Create an order with a BA/BL.
            2. Uncheck the Bing.
            3. Deploy the order.
            4. Edit the order and check the Bing checkbox.
            5. Deploy the order.

            Problem: Deployment is going to ERROR state.
