External API user can retrieve a BC title for each BAID in the deployment

The Deployment API needs to retrieve a BC title for each BAID in the order. To support this, the Taxonomy API should in addition to caching the full list of BA, also cache each BA by BAID and provide an endpoint to retrieve a single BA(ExternalApiBusinessActivity object) from the cache. Each time the business activity cache refreshes for the Taxonomy API, the per BAID cache should also be refreshed.

This new endpoint should be a GET request to /taxonomyapi/business/

and should return an ExternalApiBusinessActivity.
