Description
if the user wants to update campaigns for an existing account, we need to check for the following:
1. Primary BA/Loc may have to change and if so, prompt user before submitting update
2. budget estimate will be updated and new budget must be entered - and Billing needs to be updated
3. if new set of campaigns (BA/Loc) includes some pre-existing BA/Loc, we should not tear down all pre-existing and re-create (and lose QS, etc.) we should only delete the BA/Loc no longer part of the new deployment request and maintain the previous BA/loc that remain as part of the new request.
4. check for any "branch location" specific settings that no longer apply and remove from system.
