Reseller account can be configured for each reseller by TSA User

TSA User will configure settings (not reseller user - considering business implications)

Basic Items expected to be included for config settings are:

Reseller company name (and Reseller DNS name ?) - task for Jonah!
admin reseller user created (to manage reseller users), email, phone1, phone2

*EDIT* We will likely want to create one or more TSA Support user accounts in each reseller realm to be able to perform support tasks (manage merchants, orders, reseller users).

Primary Country Location of reseller (e.g. US, Sweden, Japan)

Locale settings:
Time zone - as it relates to the search engine data download so that daily budgets can be set by 9am (separate story... not part of API - set up appropriate cron job....)
Language- localize in UI- default is US English...
Currency - should match re-seller MCC currency setting so that BES values represent the correct units (could be localized as needed)
