External API user can view the Quote Range as part of the current deployment

Especially for YJ, it would be helpful to know what the budget estimate / Quote Range was at the time of deployment as part of viewing the currently deployed order /deployment

The min and max cost values and min/max clicks for the aggregated quote range need to be recorded (location tbd). We also need to make sure we record the monthly budget assigned to the order. We also need to flag orders T/F (True equals within quote range) if the monthly budget is set outside of the min or max quote range. We should be tracking values that are raw SE data, no markup, nominal monthly budget.

This will be included in the order level data report.
