            Description

            The Order object stores a flag which sets the budget accrual for an order.
            The OrderService sets this flag to Active if it is not set in the API or UI.
            The OrderStatusUpdateJob sets the accrual based on this flag, except for terminated orders or campaigns which always have accrual paused.
