Figure out internal to rackspace DNS resolution for the API to resolve SAPI stacks

            Description

            Currently our solution is to edit the hosts file on the API host so traffic stays internal to rackspace. Traffic going in and out of rackspace costs money as well as needs to be encrypted.

            Investigate DNSMasq as a solution and anything else that might work.
