Move qos service url configuration out of system properties and into api-overrides.properties

            Description

            The qos-service-url system property worked fine when we had just one tomcat instance to manage, then there was only one place the configuration lived. Now that we have two separate tomcats, we should still only have one place for the configuration.

            Move the configuration of this property to :

            /usr/local/tsa/api-overrides.properties
