User cannot buy BA/Loc that returns 0 or No Data.

If the budget estimation service retrieves 0 or No Data for a BA/Loc combination, the system should force a cache refresh for that BA to make sure the estimate is current and not just a blip from a previous Traffic Estimator read.

If still 0 or No Data, then the BA and Location combination should be removed from the Business Areas & Locations "sellable list" on the Quote page, and the quote range will represent only those BA/Loc combinations with >0 and a dialog box displays:

" At least one Business Area + Location combination is not for sale and is not included in the Quote Range.

Reason1: There is no estimated traffic. It is recommended that you increase the size of the selected Location to broaden the targeted market.

Reason2: Either the Business Area or Location has been discontinued. You may select another Business Area or Location from the list.

Reason3: The system encountered an error accessing data for the Business Area or Location selected. You may try again later."

The "unsellable list" of BA/Loc is displayed below the sellable list of campaigns on the Quote Details page. These are greyed out or designated in some way as unsellable. see attached.
