Mercury Merges For Release

Apollo release branches should be used to create new branches to merge mercury to for all affected repositories. Mercury should then be merged to these branches. The pre-existing Mercury branches should then be deleted along with any leftover Apollo branches so all that is left is branches with work in progress or which should be kept for other specific reasons.
