API: Realm name append issue

            Description

            If the client ID starts with realm name then the realm name is not appending to the client ID.

            Following is the scenario

            1. Say the realm name is mercury.
            2. Login to the AML User managment.
            3. Create a Client ID with same as realm name.
            For Ex: ClientID = MercuryReg or MercuryTesting
            4. The created client ID will not contain relam name appended to the client ID.
