reseller admin can re-assign ownership of a merchant to another reseller user

when the reseller deletes a user, they are given the option to reassign merchants to another user.

at any time the reseller mgmt/admin user can reassign a merchant (quote, order, existing deployed account) from one existing user to another existing user, considering the appropriate roles
