Exceeding AdGroup limit should put order into ERROR state.

            Description

            Currently if an order includes a location with more aliases than the AdGroup limit, the order gets stuck in PROCESSING state.

            We would prefer the order to go into ERROR state so that tech ops can detect and resolve these issues more readily.
