Zero budget order deployment issue

When we deploy the account with zero budget then order go to PROCESSING State.

Following scenario to be taken in consideration

1. With zero budget whether the order gets deployed successfully?
2. Is it applicable for Google and Bing both?
3. What if we check "Override quote range limits" in the reseller UI?

Please find the details errors in the attached log.

Jboss has error while deploying the account "Budgets cannot be 0"
Post deployment issue in front1 server because of update response.
Did not see any errors in listener.
