Analytics reports are only downloaded for dates which a tracking id does not have golden data available

            Description

            Once we have downloaded a report that has isGolden set to true, we should not download this report ever again.

            Update the API report downloader to honor the isGolden flag in the data availability table implemented in AML-4277
