Only Tracking IDs we that are stored in Distribution Service should have reports downloaded

            Description

            As of AML-4191 all tracking ids that our API service account has access to will have reports downloaded for them.

            We should only download reports for tracking ids we have stored at the stack/reseller/merchant level in the distribution service.
