            Description

            Unable to set Mobile bid modifier to -100% in Adwords
            When ce.mobileBidModifier in distribution.reseller_merchant_properties table is set to 0, Mobile bid modifier should be set to -100%.
            It now does not set any value and is blank in Adwords.
