Multiple punctuation are not getting validated in ads

Multiple punctuation are not getting validated in ads if given separately in description 1 and description 2.

1. Create a merchant through API or UI.
2. Create an order for the merchant with customized ads through API.
3. give '!' in description 1 and description 2 separately.
3. Send the put request .

Expected Behavior
Error message should be displayed 'text policy violation'

Actual Behavior
No error message observed .
