user can Delete an Order that has not yet been Deployed. Reasons could be that the funds have been declined after the fact, or customer changed their mind...
when an Order is Deleted, the user would have to recreate the order if they wanted to reinstate it.
record of deleted order is reflected in the history for the merchant
