Steps:

1. Login to Japanese system.
2. Create a merchant.
3. Create an order with a BA/BL.
4. Click on Edit Keywords button.
5. Click on Bulk Upload button.
6. Click on Download template link.
7. Check the BA in downloaded csv file.
Actual: Japanese characters are changing to some special characters in the downloaded template file.
Expected: The file should be downloaded in UTF8 format.
