Reseller UI : Click Estimate visible on hover-over budget values

We need to be able to show Click Estimates for a given Budget when user hover overs the budget values in Reseller UI.

This is currently implement and working for Budget Estimate range.

The following logic must be used for calculation:

click range based on Budget selected. i.e. if the quote range shows $10 to $1,000 and a click estimate of 10 to 1,000 clicks ($1 CPC), and I then choose a budget of $500, we can show clicks as a range around that budget of 15% either way (i.e. mid-point is 500 clicks, we show a range of 425 – 575).
