searchEngineStatusText for deleted campaigns is updated as REMOVED in database, before it was DELETED

            Description

            Steps
            --------
            1. Create an order with 2 BA/BL combination and deploy it.
            2. After order get deployed, edit the order and remove a campaign and redeploy the order.
            3. verify searchEngineStatusText in tsacommon.searchEngineAccounts table for the removed campaign for Google.

            Expected: searchEngineStatusText should be updated as DELETED.

            Actual: searchEngineStatusText was updated as REMOVED.

            Note: This is causing issues while running disapproval notification script for text ads and Ad Extensions. Where it is processing disapproved ads and disapproved ad extensions for deleted campaigns.
