Description
After the reseller account has been boot strapped and configured, a Reseller Management/Admin user can log in to UI to create users and assign roles to each user.
test case includes:
user names with special character sets (need to define these requirements)
assigning single and multiple roles to a user
Services support in 2.0 but UI support post 2.0
NEED SOME SORT OF SCRIPT TO IMPORT USERS (from reseller) since we will not have UI for this in 2.0
