Steps:
1. Create an order with a BA/BL such that request should hit Bing.
2. Tail the jboss log.
3. Verify Budget Estimates for Bing after clearing cache.
Expected: Bing API should return estimates successfully.
Actual: Getting API Fault Error while requesting Budget Estimates from Bing.
