user (non admin) can reassign merchant to another user

a non-admin user can reassign a merchant record (quote only - orders can be viewed/modified by anyone with the correct user role) provided the user is assigned to that merchant and the other user has the appropriate role. that is, a Sales user cannot assign a quote to a Fulfillment user - there would be an error that states, this action is not supported "user does not have the right permissions...
