reseller can disable/enable a reseller user

            Description

            when the reseller disables a user, they may be given the option to reassign merchants to another user or just have orphaned merchants in the sales queue, but this is for a future release. UI still tbd

            this story is just to disable and reenable a user. any records (quotes, orders, merchants, tickets) "assigned" to that user get freed up in the relevant queue.

            services to provide this functionality in 2.0 but post 2.0 will support the UI
