Orders are going to Error state when multiple scheduled orders for a merchant get triggered at the same time

Steps:
---------
1. Login to Reseller UI
2. Create a merchant.
3. Create 2 orders for the merchant with same scheduled start date.
4. Verify the deployment of the scheduled orders.

Actual: Orders are going to Error state and one remains in Processing state.

Expected: Orders should start deployment one by one and previous deployed orders should go to Archived state.
