Orders are going to Error state when multiple scheduled orders for a merchant get triggered at the same time

Steps:
--------
1. Login to Reseller UI.
2. Create multiple scheduled orders for a mercant with same start date.
3. Now, Create an order and deploy it.
4. Now, update the trigger table in smb database with the same fire time for all the scheduled orders.
5. Verify the deployment of the scheduled orders.

Expected: Orders should start deployment one by one and previously deployed order should go to Archived state.

Actual: Deployed Order remains as deployed, Scheduled orders goes to Error and one scheduled order remains in Processing state.
