GMB:Location Extension is not updating after terminating the order and creating new order.

• steps to reproduce the issue:
• Create an order with valid Location extension and deploy.
• Terminate the order.
• Create new order with location extension but with different address and deploy.

Actual: In GMB, Location extension with updated address is not showing
Expected: It should show.

Note: However, when we redeploy the second order, it then picks the location extension update request and updates the location in adWords.
