Steps
--------
1. Create a merchant with Facebook enabled in Reseller UI.
2. Create an order with 2 BA/BL use BL's United States, California.
3. Select the Primary BA/BL for Facebook.
4. Deploy the order.
5. After successful deployment verify tp.errors table in database.
6. Overlapping locations message should be available in errors table.
7. Verify whether partner support email arrived.
Actual: No partner support email for overlapping locations.
Expected: Partner support email should come when there is overlapping locations and error details in tp.errors table.
