Location Extension is not consistent when trying to deploy or save with Facebook enabled

Steps:
-------
1. Login to Reseller UI
2. Create a merchant with Facebook enabled
3. Create an order with a BA/BL.
4. Select the Social BA/BL and campaign object.
5. Enable Location Extension and enter the valid address.
6. Save the order.

Actual: Order is not saving and throwing warning message in UI.

Expected: Order should save successfully without any warning message in Reseller UI.

Note: This is not happening consistent. Sometime Location is creating successfully
