User is able to edit social ads, by not entering primary destination URL

If user is not providing primary destination URL and directly editing social ads then user cant continue after entering website URL because display URL is not taking that entered URL which is causing issue

Steps:

1. Click on create order
2. Add BA-BL
3. Select Social BA-BL
4. Click on edit ads button of social ads
5. Edit one of the ad

Actual Result: User is able to edit social ads even if primary destination URL is not entered.

Expected Result: User should not allow to edit social ads if primary destination URL is not entered.
