Old orders are not redeploying if facebook distribution is disabled in reseller properties

Old orders are not getting redeployed if Facebook distribution is disabled

Steps:

1. Upgraded QA2 server to Venus
2. Re-deployed one of the old order
3. Here i have not enabled Facebook distribution in reseller properties

Actual Result: Order remained in queued state with null pointer exception in tomcat log.

Expected result: Order should redeploy successfully without any exceptions.

Note: BA-BL combination that has been used in order have proper mapping for all distributions.
