SAPI Social Customer Service - Tech Debt

Build a new SAPI service for TP Customer requests. This will allow us to have a much more robust service in place that will make future changes related to TP Customer easy.

This is also a must from external API point of view and its better to get this design in place right now. Else we will end up refactoring everything when we start work on external API support for Facebook.

Currently we are using a workaround that is hitting TP service for every check which degrades the performance as well is not the right architecture.
