Multiple Business locations mapped to same TP location mapping causes campaign creation error in TP

Steps:
1. Add multiple locations to an order in such a manner that the locations added are all mapped to the same TP location in the backend. For example, use counties as locations as counties are all mapped to the same TP DMA in backend.
2. Select necessary Social campaign fields.
3. Request deployment

Expected Behaviour: Even though we have added multiple locations in the order, for Facebook we must only send unique TP locations as TP has a policy in place with respect to over lapping locations.

Actual Behaviour: We are sending the same TP location multiple times to TP. This causes campaign creation error in TP.
