AgeTo and AgeFrom values should not be same

Steps to reproduce the issue:

• Click on edit social ads.
• Click on Edit Audience.
• Give AgeFrom and AgeTo value same Eg: 20 click on continue and deploy the order.

Actual: Order is going in error state.

Expected: It should validate when user select same age range value through UI.

Note: - It should allow 65 and 65+ age range.
